Harlan Community Television, Inc. (HCTV) is a small
company with twelve full-time employees located in Harlan,
Kentucky, a town with a population of approximately 1500 people and
a correspondingly small labor pool. The company experiences little
staff turnover, with only one new hiring during the reporting
period. Nonetheless, HCTV is committed to making affirmative
outreach efforts to satisfy the requirements of the FCC’s rules set
forth in 47 C.F.R. Section 76.75(b).
HCTV engages in public recruiting for every full-time
job vacancy in its operation other than positions filled through
internal promotions. It provides notification of each full-time
vacancy to any organization that distributes information about
employment opportunities to job seekers or refers job seekers to
employers, upon request by such organization. All recruitment,
hiring and promotion efforts are conducted in a non-discriminatory
manner.
In compliance with section 76.75(b)(2), HCTV annually
engages in at least one outreach initiative. A summary for this
reporting period is provided below.
• Consistent with section 76.75(b)(2)(i) during the
reporting period HCTV participated in two job fairs by the company
Vice President, who has substantial responsibility in the making of
hiring decisions. These job fairs were with the Harlan JobSight/Kentucky
Career Center and with the Harlan County High School Career Day.
These job fairs resulted in the hire of one new employee, a Cable Technician.
